Salary: £47,181 - £52,143
Location: Lincoln, with occasional travel across Greater Lincolnshire and to partner locations
Contract: Permanent | 37 hours per week

The Greater Lincolnshire Combined County Authority is looking for an experienced Strategic Planner (Spatial Development) to play a leading role in developing our area’s future.
About the Role
As a key member of our Infrastructure and Planning team, you will lead and support the preparation of the Spatial Development Strategy (SDS) for Greater Lincolnshire. This high‑profile role is central to aligning planning, infrastructure, housing, transport and economic priorities to deliver a sustainable, prosperous future for the region.
You will work collaboratively with local planning authorities, government bodies, infrastructure providers and stakeholders to develop a shared spatial vision. You will also represent the GLCCA in strategic planning matters, including acting as expert witness at Examinations in Public and public inquiries.

What You’ll Do
- Lead preparation of the Spatial Development Strategy, including evidence gathering, policy drafting and consultation.
- Develop strategic policies for housing, employment land, transport, infrastructure and environmental protection.
- Translate economic and infrastructure priorities into long‑term spatial planning policy.
- Commission and manage research and evidence base projects.
- Analyse demographic, economic and land‑use data, using GIS and spatial analysis to inform decisions.
- Facilitate workshops, consultations and stakeholder engagement across the region.
- Prepare high‑quality reports, briefings and advice for senior officers, Board members and the Mayor.
- Ensure alignment with national planning policy and legislation.
- Represent the GLCCA on planning matters and at external forums.
- Support procurement and management of specialist consultants.
- Maintain up‑to‑date knowledge of relevant planning legislation and professional best practice.
About You
We’re looking for someone with:
- A degree or postgraduate qualification in Town & Country Planning or a related discipline.
- Significant experience in planning policy or spatial planning.
- Strong understanding of the UK planning system and national planning policy.
- Experience analysing spatial, demographic or economic data.
- Excellent written, verbal and interpersonal communication skills.
- Ability to work independently, prioritise effectively and manage complex workloads.
- Knowledge of local government procedures and political environments.
- Confidence using GIS, data systems and MS Office.
- Strong negotiation, influencing and stakeholder‑management skills.
- Experience working across local authorities or partnership environments (desirable).
- RTPI membership (desirable).
