About the role
Greater Lincolnshire Combined County Authority (GLCCA) is recruiting a Senior Programme Manager to support the implementation of major programmes and projects alongside other key corporate priorities. You will lead and manage complex, ambitious and innovative programmes, ensuring delivery within agreed timescales, budgets and quality standards. The role includes undertaking new and untested activities, applying creative thinking and innovative approaches across diverse subject areas.
Reporting line and team leadership
Reporting to the Head of Programmes, you will supervise Project Development Managers and any staff temporarily assigned to support the development of a programme of work.
Key responsibilities
Lead activities across major programmes, projects and key priorities, applying analytical and innovative thinking throughout the project lifecycle.
Ensure project controls, documentation and governance are established and maintained, in line with GLCCA corporate standards.
Manage conflicting priorities, address unresolved issues, mitigate risks and maintain progress.
Develop stakeholder communication and engagement plans for each project.
Lead ambitious project plans to realise programme benefits.
Analyse complex data, interpret findings, and recommend amendments to operational practices and procedures where appropriate.
Support GLCCA’s assurance framework for projects and programmes.
Support the Head of Programmes with business case development and appraisal, including financial modelling and cost-benefit analysis.
Prepare and present business cases, including analysis to inform financial decisions.
Build effective working relationships across service areas, senior leaders and external partners across Greater Lincolnshire.
Essential requirements
Qualified in an appropriate project management discipline, such as MSP / PRINCE2.
Experience working at a senior level in project and programme management, managing complex programmes across the entire project lifecycle.
Ability to demonstrate good analytical skills, using innovative and creative techniques to develop solutions.
Excellent communication skills across a range of methods.
Desirable
Experience leading others to accomplish team objectives.
Experience implementing ambitious programmes and projects within a political context.
Detailed understanding of the workings of a Combined County Authority.
High level understanding of financial systems, including budgetary and monitoring systems.
Excellent understanding of risk and issue management.

Location and travel
The role will be based on-site in Lincoln, with occasional travel across Greater Lincolnshire and to partner locations.
